Marine Le Pen
Rassemblement national
Declared candidate
Opposed It is a deadly drift for our society; human beings are not consumer goods. On BFMTV ("Face à BFM", 11 March 2021), she called surrogacy "a deadly drift for our society". This predates the campaign; no campaign statement found yet.
Jean-Luc Mélenchon
La France insoumise
Declared candidate
Opposed I do not believe in ethical, unpaid surrogacy. In June 2021 he rejected any legalisation, including so-called ethical surrogacy, saying it "inevitably creates situations where women are exploited". In 2018 he had already said there is "no right to a child".

Édouard Philippe
Horizons
Declared candidate
Opposed On France 2 ("L'Heure de vérité", 8 October 2026), he said he opposes surrogacy, which he links to the commodification of the body, and will remain opposed "for quite a while yet".
Bruno Retailleau
Les Républicains
Declared candidate
Opposed Words are made to lie in order to justify the unjustifiable. In August 2025 he denounced the "ethical surrogacy" proposed by Gabriel Attal as "semantic deception". As a senator in 2019 he secured an article strengthening the ban in the bioethics bill.

In favour I have always said this debate existed and should not be hidden According to his entourage, he argues for an "ethical surrogacy" (no substantial profit, no direct payment) and does not rule out putting it in his 2027 platform. On 24 May 2026 in Le Parisien: the debate "existed and should not be hidden".
Raphaël Glucksmann
Place publique
Declared candidate
In favour Surrogacy, when it is not commercial, I am in favour. On BFMTV on 26 April 2024, during the European campaign, he said he supports non-commercial surrogacy. He won the "Choisir 2027" primary in October 2026; no presidential campaign statement on the issue found yet.

Éric Zemmour
Reconquête
Declared candidate
Opposed I am against surrogacy because I oppose the commodification of women's bodies. I find it intolerable. On TF1 ("10 minutes pour convaincre", 4 April 2022), during the previous presidential campaign, he said he opposes surrogacy because he rejects the commodification of women's bodies.
Xavier Bertrand

Opposed Signatory of the cross-party op-ed against "ethical surrogacy" launched by Aurore Bergé (Ouest-France, 28 May 2026).
Marine Tondelier
Les Écologistes
Declared candidate
Open / unclear Les Écologistes' 2027 platform takes no position on legalisation, but proposes recognising the rights of children born through surrogacy abroad and clarifying those of "carrying women" and intended parents. Her candidacy is subject to an internal referendum in December 2026.
Fabien Roussel
Parti communiste français
Declared candidate
Open / unclear In January 2022 he said his party "radically" rejects "the commodification of the body", while leaving the debate open "if, and only if" non-commercial surrogacy were possible.

Debout !
Declared candidate
Opposed My starting point would be unfavourable, with an obvious fear of the commodification of women's bodies. In March 2025 he said he leans against surrogacy for fear of the commodification of women's bodies, and favours easier adoption instead.

"Ethical surrogacy": Gabriel Attal ready to cross the red line set by Macron

According to Paris Match, as reported by the JDD, Gabriel Attal argues for an "ethical surrogacy" based on consent and without direct payment, and does not rule out including it in his 2027 platform. Emmanuel Macron said in 2024 that surrogacy "is not compatible with the dignity of women".
